I had Fat City; my younger sis and I used to play it.
It's basically demolitions. The Big Red Bar down the Right side is like your "fuel" gauge.
Each "level" has a certain minimum quantity of structures which you need to demolish in order to "pass" / complete the level.
You will uncover hidden FUEL tanks as you demolish buildings; "hitting" the fuel tank with your wrecking ball will refill your fuel (if I remember right, about 75-80% only?!), allowing you to continue for longer.
Fuel will "continuously" deplete, slowly, over time, just from running the wrecker's engine, so you want to be as EFFICIENT as possible. Sending the wrecking ball out with nothing to hit is a waste of time & fuel! Always be wrecking something! Also, starting too far down won't work -- you need to start near the top of taller buildings and work your way down.
There's also an issue of falling/flying debris, but I don't remember ever figuring out its significance.. (I think it may affect your fuel somehow, but I don't remember being able to dodge/avoid them, and I don't think we tried to "hit"/block them either..)
If you run out of fuel (and don't find a hidden tank for a top-up), that's it - you're done.
