I managed to get the add on disk added to my copy of Test Drive 2(TD2) with out using the install options in game as they would not work for my installed version.

Copy, all the files to your TD2 folder, do not replace any files.
Then, using an editor like notepad++, edit the CARS.DAT file on your TD2 folder, and add the entries from the Musle car Add on disk.
I had the following existing lines in my TD2 CARS.DAT file:
VETT Chevy_Corvette_ZR1
ROSS Ferrari_Testarossa
COUN Lambo_Countach
LOTU Lotus_Turbo_Esprit
RUF Ruf_Twin_Turbo
F40 Ferrari_F40
P959 Porsche_959
-------------------------------------------
then added the list below for the Muscle cars:
CAMA Camaro_ZL-1
DODG Dodge_Charger
GOAT Pontiac_GTO
GT50 Mustang_GT500
STNG Corvette_Stingray
--------------------------------------------------
Than save your TD2 CARS.DAT File
