Tried running the game on T-98 NEXT and DOSBOX-X, both show the same error message "NO SYSTEM FILES", any help?

Hi everyone,im trying to download this game for a month and i dont wanna give up.
i have win10 x64,how can i download this game? Which emulator can open because i tried every one of them i think.How can i convert fdd file or open with emulator?
