Update - The russian text is broken in the installer if you poke around for a second you can find a drop down that says "English version" if you swap to that it installs normally and the text is readable.

I am pretty sure the game is broken because there is just a bunch of gibberish when I run setup.exe, it is not in english or russian and seems to be very broken.
