Found the CGA executable, TD2CGA.EXE, in this zip! Confirmed to work (didn't test the game in this download, I just added the executable to the Test Drive II folder).

EDIT: Added on the file archive.

@Wertzui Oh so THAT is why I can't play with CGA or Tandy graphics... Yeah, pretty lame, but still great addtition this game.

One of the greatest car games ever made!
Even in CGA (and I have a B/W Monitor on my old Olivetti M200) it's simply gorgeous.

Woohoo, CGA graphics. Another game from way back that I played the crap out of. Was always trying to get that average speed up when they rated you at the end of each stage. "Pass any low flying planes?" Haha. (Was one of the game sayings)
