To overrule the activation key error:
You should have a map called Fairlight on the CD, herein you find a NCIS application.
Copy this one and paste it in the installed NCIS folder on your pc (standard in C Program Files Ubisoft NCIS). Choose to replace the file already there.
You have to allow this as administrator.
Once you start the game with the new replaced application, it should start without asking the key.
