The installer of the game is in Japanese but the installed game has English menu. Also, you can play the game directly from the disc without the installation, by simple running v2_sp.exe from GAME folder on the disc. Or copy that folder to your hard drive and run the game from there
For the correct work of the game on modern systems, use the attached fix. It is a small wrapper tool that forces the game to run on DirectX 9. To use it simply copypaste the files to game folder, make sure that you enabled DirectPlay. You can also try to use the other display wrappers such as dgVoodoo 2
