Yes, its definitely a rip-off, mainly the character, even the name is same lol. But, it was a project of two students and in the beginning they did not plan to release/sell the game. They just wanted to learn how to make a game. There is an interesting story about how it ended up in stores. The price was $10 back then.

appears to be a complete rip-off of LucasArt's The Secret of Monkey Island. Like somebody literally took a ton of that game's assets, re-did them in an editor, and made a game. Not sure if they actually charged for this one at the time it was "published", but definitely a rip-off game.
