Here is the video game “The Rise & Rule of Ancient Empires”! Released in 1996 on Windows, it's still available and playable with some tinkering. It's a strategy game, set in a historical battle (specific/exact), managerial and turn-based themes and it was released on Windows 3.x as well.

If your having issues with wing32 and dplay dll files missing, this is what I did. I placed the rise file directly into as follows C:\Program Files (x86)\rise
I then put the wing32 and dplay dll files into both system32 and SysWOW64 folders and it ran fine. Try that.

This is a generic library file that will be the same no matter where you get it from. You can usually download them officially from microsoft directly, for free, to your windows system folder.

Curious, do you know any fixes for it being quite unable to find WING32.DLL? I downloaded it, made it it's own folder, tried both c and d, changed various aspects, but still couldn't get it working on my window 8 or windows 10 computers' :(
