A little extra to the comment I wrote 2 days ago: with the DevOverride registry value, the empty text file renamed to Force21.exe.local and the usage of dgVoodooCpl.exe with just the DirectX libraries needed (D3DImm and DDraw; you don't need Glide since Force 21 doesn't use them), the game starts even without patching to 1.01. I didn't read what the patch was for, I only saw it adds some more options in the Device Picker. It's also a 16-bit file that Windows 10 will refuse to launch, so you need a utility called otvdm 0.9.0 which will launch 16-bit executables for you. And lastly, thanks to dgVoodoo2 you don't need to touch RunAsAdmin or other compatibility options. Have fun!

Important update!
When installing the game on Windows 10, be sure you have a partition that is formatted FAT32, or have an USB drive formatted as FAT32! This is needed to correct a glitch that doesn't allow the game to "see" your campaign progress even if the campaign.svc file appears under the subfolder named as your campaign (for example, Campaign1) in the Save parent folder of the game. Looks like this glitch is caused by the NTFS structure of modern disks (HDD or SSD) that is needed to install newer OSs (such as Windows 7 and Windows 10/11).

What worked for me on Windows 10 20H2, asking help to Google's GPT in the search bar: after patching the game with the patch suggested here and copying dgVoodoo2 exe and libraries needed, you have to 1) edit a setting in the registry -- at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options add a DWORD 32-bit value, name it DevOverrideEnable and set it to 1 then restart PC; 2) Go to Force21's folder, create an empty text file and change its extension by naming it Force21.exe.local. That did the trick for me. Otherwise the game will ignore dgVoodoo2's libraries and will keep looking for System32's libraries, returning the error box "Could not initialize game!" and writing an error about CreateZBuffer() at line 1025 on its Debug.txt file. It took me 2 days to make the game start without using PCEm with emulated Win9x OS (which is way slower and Chinese missions only work in Software Renderer mode). Hope it helps.

I don't know why everyone is down voting my comment....
There is a guy on Youtube called TactDB who is playing Force21 on windows 10 right now. I asked him how he got it to run and he said it ran normally installing it from ISO downloaded here. You don't need dgvoodoo, you don't need to modify files, you don't need dosbox (sweet jesus) and asking an LLM that hallucinates and has bad troubleshooting skills won't help you (it once told me to make a new Windows profile to run Far West....). It was the same with Shadow Watch (another Red Storm title). Those are the things that end up making something that was a simple compatibility + administration issue into a nightmare.

Works fine out of the box, just set compatibility to windows XP.

After 3 days of troubleshooting I made this thing work! Download the ISO version. Extract the ISO on a drive.
Use a dosbox to run the luncher ( the luncher is 16 bit but the game is 32 bit) if you are on Windows 10/11.
Go to register editor of the windows ( windows key+ R) find wow64 folder under local. Find red storm entertainment then force21 and edit CD path to the location of extracted iso folder. This will resolve " insert CD" error.
You also need to install dgVoodoo. This helps to run old games on new graphic cards. Watch a 2 minute video on how to set it up. And use chatgpt to setup all the parameters for the force21.
If you have a dedicated graphic card, you need to go to your graphic card settings, add force21 and basically turn off all modern gimmicky stuff and cap fps to 58 or something like that.
Finally I had a problem with the game freezing on win/loss transition to debriefing stage. Where you install the game search for "victory" and "defeat", you'll find 2 files for each search. Rename those two files to whatever you want.
