For those who have problems with windowed gaming, a solution is possible with NVidia cards and the use of software like 'nircmd' or 'changescreenresolution' insert in a batch file.
Open the Nvidia Control Panel, go to 'Change resolution' in the left menu and on the right click on 'customize' ...in the window that appears, check the flag 'Enable resolutions not exposed...' and click on 'Create custom resolution'
At this point enter the 320x240, click try and then Yes to save... same thing for 640x480
Now that Windows 10 can accept low resolutions

John is right. I had to run it on a Windows 2000 PC to get it to run not-windowed. Even Borderless Gaming and Sizer4 didn't work.
