Hey I just wanted to follow up - I got this to work per my comment from October, but it actually caused a major problem on my computer. The software company Broderbund actually included spyware in this game (ironic) that shot my CPU up to 100% even when the game was not running, making me unable to do much of anything on my computer. Just to reiterate, this was apparently embedded in the game itself so nothing malicious coming from this site or the uploader. Be cautious with this one!

Try VILE Box. It comes with a custom emulator to run a set of Carmen Sandiego games including this one. Either search for it in Google or the Internet Archive. I have it running on windows 11, with minimal quirks.

When I first downloaded this it didn't work - I got the same message others mentioned in the comments. HOWEVER, I followed the instructions left by DJwafer in the game "Carmen Sandiego's Great Chase Through Time" (also on this site), and got this game to work using the same instructions!! There's only one thing not quite working - when the chief talks to you on your laptop screen, the video doesn't load (just a green screen), but the audio is fine. Everything else works perfectly! Please check out his instructions and see if they work for you! So happy I got the game running, it's so nostalgic!

the download wont work. i have tried everything and still saying that it is "unable to open the app" i want to play this so badly! :(

Windows 11 no longer will allow you to play this game due to licensing issues. You whether it be the installer or the actual game running, you will be met with an error message that states something along the lines of "your device is unable to open this app." I have tried all troubleshooting, but alas, this is a game that is lost to the past as there are no browser versions available either DX

I remember playing this game at my local library when I was a kid. I was so close to finishing the game before the computer I would always play on crashed and never got to finish it.
