To anyone unable to run this, the issue is that it requires an earlier version of DirectX, which is not compatible with the modern versions of DirectX. Blame Microsoft, not the software vendor. Microsoft periodically revises DX so that old software becomes... disabled. It's all part of a push to enforce perpetual purchasing, rather than being able to keep what you already have, and enjoy.
There are a few ways to get around this. My preferred approach is using a piece of software called dgVoodoo. DXWin also works nicely, but is a bit less user-friendly (but with more overall control available).

Completely nonfunctional on all hardware and OSes i've tested it on. The most I can get out of it is a "select screen mode" menu that does nothing when you click any option. None of the patches do anything either. I wonder if this game was a financial success for the developer. I hope not.
