It is the same as to say that Final Fantasy II is based on Final Fantasy I
In Japan both games have the same title, just different subtitle:

And to think this was what E.V.O - Search for Eden was based off. :D

From what I know, It's got one fun feature with growing your stats too high you get a unique game-over cutscene describing why you can't continue. (Example, you become Godzilla)
