How to play Silent Hill 3 Windows
PC port of Silent Hill 3 had some enhancements compared to original PS2 version, like improved flashlight lighting, 60 FPS gameplay and the ability to save at any time during the game. But there were also some hortcomings compared to the original PS2 version, like PC version lacks the soft shadows of the PS2 version and suffers from badly compressed audio and incorrect pitch, resulting in poor sound quality (can be fixed with mods); plus 14 exclusive Heather's promotional outfits weren't presented in PC version
The game with PC Fix by Steam006 has been tested on Windows 7 64-bit and Windows 10, it works fine. With PC Fix the game supports widescreen and ultra-high resolutions up to 4K. Please note that PC Fix probably won't work on old systems like Windows XP or older. You may experience some small troubles when you play the game on modern systems, check our Guide and Notes for details
Before installation - if you're using Windows 8, 8.1, 10 or 11 - make sure that you enabled DirectPlay if you didn't make it before, read this or this guide how to do it (if you're using Windows 7 or older - just install DirectX from the disc)
Install & play guide:
- Mount the disc image. You will need the utility for mounting disc image files, like WinCDEmu, UltraISO, Alcohol 52%/Alcohol 120% or Daemon Tools Lite
- Start the installation of the game, make sure that the box "Movies" is checked, to install video files on hard drive
- It is recommended to install the game not in default path, but in some other, non-system folder, like
C:/Games/Silent Hill 3, so you won't have troubles with NoCD or fixes - Skip the installation of DirectX 8 at the end, it is needed only for old systems, you don't need it on modern systems if you have DirectPlay enabled
- After you installed the game - use NoCD, simply copy sh3.exe from the archive and put it into game folder, agree to replace original file
- Then download Silent Hill 3 PC Fix by Steam006 and copy all of files from the archive into game folder
- Open the directory with the game and find sh3.exe. Right click on sh3.exe - Properties - Compatibility - Set "Run this app in compatibility mode with Windows XP SP3" and "Run as administrator"
- DO NOT change any settings in SH3Config.exe, PC Fix will automatically select the resolution of your screen for the game
- Launch the game from sh3.exe and play. If the game doesn't work in compatibility mode with Windows XP - try to launch it in compatibility mode with other version of Windows (Win98, Windows ME, Win2000, etc.)
If you can't install the game from the disc - use attached Full-Rip, it is the archive with pre-installed version of the game with NoCD included, it works fine with PC Fix by Steam006. As alternative, you can use repack by Magipack - it has simple installer and includes fixes for comfort play of the game on modern systems
What is Silent Hill 3 PC Fix by Steam006:
- Silent Hill 3 PC Fix by Steam006 is a pack of fixes made to fix the issues of PC port and add new technical features, like support of new screen resolutions, optional Vsync, the ability to customize graphics and other settings, etc. PC Fix pack includes some elements of other fixes, like Widescreen fix by ThirteenAG and sh3proxy, so you don't need that fixes if you use PC Fix. For full list of changes, troubleshooting and the latest updates of PC Fix check this page
- The archive may trigger warnings by your antivirus because PC Fix uses modified executable file, but it is safe to use, all warning are generic, here's VirusTotal report
- By default PC Fix has the best settings for comfort play of the game on modern systems. If you want to change any settings of PC Fix - edit Silent_Hill_3_PC_Fix.ini in Notepad. If you're playing for the first time, it is recommended to disable Easter Eggs in the game, because Easter Eggs has some comedy and humorous scenes that can ruin the dark atmosphere of the game; to do it change
UnlockSH2EasterEggsline from1to0. Also it is recommended to setWishHouse = 1, for the correct continuity with Silent Hill 4

In case if you don't want to use any mods or fixes, we also uploaded NoCD, it is available in Downloads. You can install the game and use that NoCD to play without the disc. And to play with widescreen you can use Widescreen fix by ThirteenAG or Widescreen fix by nemesis2000
Notes:
- If the installation doesn't start - try to launch Setup.exe in compatibility mode with old version of Windows (98, 2000 or XP) and as administrator
- It is recommended to install all versions of Microsoft Visual C++ Redistributable and NET Framework for the correct work of the game. Also it is recommended to install K-Lite Codec Pack for the correct work of in-game videos
- The game works on DirectX 8, so if you're using Windows 8, 8.1, 10 or 11 - you need to enable DirectPlay: Go to Control Panel, and select 'Programs'. Select 'Turn Windows features on and off', click on 'Legacy Components' and check the box 'DirectPlay'. Select OK, once the installation is done, restart your computer
- There's currently no enhancement mods for the game like Enhanced Edition mod for Silent Hill 2, but you can download Audio Enhancement Pack that ports audio files from PS2 version plus HD Collection Voice Pack that ports the new voices and new better quality videos from Silent Hill HD Collection. Both packs are compatible with each other and PC Fix, make sure to read the instructions to install it correctly
- When you run the game, you may get "The game is not installed properly" error because Windows Registry entries weren't added during the installation. To fix it use PC Fix by Steam006, it adds correct Windows Registry paths. Or create & run REG-file like in this instruction
- The game may work unstable on modern systems - not saving the progress or crashing at random moments. So always make sure to run sh3.exe as administrator and in compatibility mode with Windows XP SP3 (right click on sh3.exe - Properties - Compatibility - Set "Run this app in compatibility mode with Windows XP SP3" and "Run as administrator"). Also, if the game crashes with "A crash occurred the last time that game was played. Using safe graphics options" error - make disp.ini file in
Silent Hill 3/savedatafolder as Read-only (right click on it - Properties - Check "Read-only" box) - In PC port, the original PS2 sound files were converted incorrectly and PC sounds play at a lower frequency. To fix it use Sound Fix by Psycho-A, just copy the files from the archive to game folder and run .bat-file
- You may have some troubles if you play the game on multi-core processors, like experiencing small freezes in menu or in the game. If you have any freezes or lags, force CPU affinity to one core: open Task Manager (Ctrl+Alt+Del), go to Details, look for sh3.exe process, right click on it, click "Set affinity" and uncheck all the boxes except CPU0. That problem was fixed in PC Fix by Steam006, so you shouldn't have any lags/freezes if you play with PC Fix
- There's no framerate limit in the game, so the game speed increases if the frame rate is uncapped or above 60 FPS; also you may see framerate fluctuation between 30 and 60 FPS. To fix it use PC Fix by Steam006, by default it has framerate limit that is necessary for the visual and audio effects to play correctly. In case if you want to disable or change framerate settings - edit Silent_Hill_3_PC_Fix.ini in Notepad. If stutters still appears even with PC Fix - try to enable DirectX 12 wrapper in Silent_Hill_3_PC_Fix.ini (if you video card support DirectX 12), to do that change
UseDirectX12 =from0to1 - You may see motion trails on screen when camera is moving. If you motion trailes, go to the ingame Extra Optons (second options tab) and set the "Display Mode" to "Sharp"
- On Windows 10 & 11 systems you may see the graphical glitch with the white border around the game's window, to fix it use PC Fix by Steam006
- If you are experiencing stuttering while streaming or recording a game, or just have stuttering in general - lower Rendering Resolution in game settings, in the in-game Configuration (third options tab). It is recommended to set it to 1024x512 or lower if you have stuttering
- If you use MSAA anti-aliasing, there could be graphical glitches because the depth of field effect becomes corrupted (halos around objects). But looks like other types of anti-aliasing (FXAA, MLAA) should work okay
- If you want to change Field of View (FOV) in the game, you can do it by editing Silent_Hill_3_PC_Fix.ini of PC Fix pack, use FOV Tool or run the game through Flawless Widescreen utility
- The game has controller support but you probably will need additional tools like XInput Plus to configure the controller settings. Check PCGamingWiki page for instructions, additionally you can check this guide
- About unofficial translations: there's a lot of unofficial fan translations for this game, for full list of all available translations check PCGamingWiki. If you want to play with Russian translation - there's few of them, so also check this page for available variants

to install:
1. Copy the all files inside of the pc fix folder into the Silent Hill 3 folder.
2. then, open SH3FileValidator (this should avoid the 'data folder not found' error).
3. click on the SH3.exe and it should open normally :3.

For anyone struggling to get this to work.
1. Download the file. I suggest the Full-RIP but obviously if you don't wanna play in English the other options will likely still work
2. Extract the file anywhere you want. (I made a folder specifically for Abandonware games and if you frequent this site I suggest you do the same)
3. Scroll down to the "Game extras" section. You need to download an additional file from there. it is the one called "PC Fix by Steam006"
4. Extract it to the same folder you have the game files. EX: if the game is saved in (C:) games abandonware Silent Hill 3 then you extract it into that folder.
5. Run the file "SH3FileValidator.exe"
The game itself should now run without issue.

So I downloaded an extracted full rip with no cd included I clicked on the picture of the girl in the file it says game not installed properly so I downloaded Stem006 and it wouldn’t let me extract the files onto the Silent hill 3 folder so I tried to drag and drop them into the silent hill 3 folder and it still won’t let me do it. @IAO and @ISA - Read the post below by SHYCAT, in 2nd paragraph there are instructions on how to install the patch by Steam006. It includes many bug fixes and graphical improvements, so it might solve the controls bug. Note that this patch includes a new save system feature that helps prevent save file corruptions, however your old save file will be wiped and you'll need to start a new game. Chances are you did not get very far though if your controls are not working. Good luck. :)

I followed WINKLESTAR instructions then added the Steam006 patch. The game and cutscenes look good (after editing the fix.ini file) but the title screen, Konami intro, and inventory are in 4:3 while the rest of the game is not. Also attempting to open SH3Config.exe results in the message 'failed to load game mod dll' , any help would be appreciated.

I downloaded it, and everything went great until I actually played the game. I ran the game from the "deviance" folder but it runs in like 4 FPS. I tried to run it from the autorun but it tells me I need to insert the disk. Any ideas on how to fix this?

Installed the full thing. all I got from the desktop short cut was an error message reading "wrong disk inserted". The reddit link only redirects to another link. It doesn't give any usefull information. It's really a shame. The PC version looks great, but I guess I'll have to stick to the PS2 version.

Selecting Options in any menu seems to make the game crash. I suppose it doesn't matter if it doesn't let you remap keys, (these pc controls are weird as hell)

Incredible game, not only in the Silent Hill saga, but in psychological horror gaming as a whole. The game excells at what Silent Hill 2 did well in terms of the more terrifying elements and then some, and you really relate to the main protagonist's disposition in the games depressing and awful world.
Such a shame this game hasn't also been given the Enhanced Edition fan treatment like it's predecessor has, but it still runs pretty well on Windows 10 with a widescreen fix.
Can't praise this game enough.

STEPS:
- 1\\Extract the ISO file to a folder you want the game to be in then install the game normally using [autorun.exe](I recommend setting the path to the same game file you chose to extract the ISO file to)
- 2\\Turn off any anti-virus just in case they may cause any issues in the installation or block any files
- 3\\now one more step left for you to play the game!
you will find a file named [sh3.exe]
this launcher is not cracked. so get rid of it and replace it with the cracked launcher that actually works (even without mounting the CD / ISO file). you will find it in a folder by the name [Deviance]. in your game file after you extracted them from the original [ISO file]. and it has the same name as the old launcher [sh3.exe]. just copy it and paste it into your game file! so that it will replace the role of the old uncracked-luncher

If you are getting the "error occurred during system data saving" message and are unable to save games or settings, right click on your install folder, go to properties, security, edit permissions, select users and enable full control.

The game is kind of a mess, unless you want it to run at native 4:3 resolution without vsync and lots of screen tearing!
Luckily, I managed to find several widescreen + FOV fixes on PC Gaming Wiki and managed to force vsync via Nvidia Inspector. Also, I'd to force the game to run on single core (Task Manager, Details, SH3.exe, Set Affinity, Core 0)
Now, it's running flawlessly at 1080p60 with corrected FOV on my Windows 10 LTSC (1809) 64-bit, which is pretty darn impressive for a game designed for 32-bit single-core systems with Windows '98/2000!

SH3 is probably the best game in the franchise in my opinion. The story is fantastic, the characters are really well written,the soundtrack is fantastic and the graphics are amazing for the time.
The game is running completely fine on my 2013 laptop. Simply download the ISO here and run the wizard to install the game. After that, don't forget to copy and paste the crack from the designated folder in the ISO to the installation folder so that you can run the game without the disc.
Now I just gotta find the widescreen HD patch to make the game run even prettier than it already is.

If so, try this:
Go to your SH3 install folder - KONAMI - Right click on "SILENT HILL 3" folder - Properties - Security - Edit - Add... - Enter your username in the box, click OK - click on your username in the top list - In the "Permissions for [your username]" box in the bottom list click on 'Allow', next to 'Full Control' - Apply, OK.
Now you should be able to keep all your data.
I assume you installed the game in the Program Files (x86) folder on the C: drive.
It is not recommended to install games (or your Steam library, whatever...) to this location as it can cause some problems with games.
Don't ask me why, though. I'm not familiar with the intricate details of this matter...
All I know is that, if you have the choice, you should choose some other install location.
Anyway, I really hope this fix works for you!

So I got it working, but I ran into an issue, and was wondering if you all had a fix. I managed to get the game working, and I beat it and unlocked the extras mode. However, I found that whenever I leave the game and enter it again, all of the extra features are missing, and if I try to load a save with them on the game crashes. Is there a fix?

Works pretty good. The ingame save system however does not function on my end. Quicksave and Quickload work tho. There won't be any savefiles to choose from but F5/F9 works.

I installed everything correctly and it worked, but I have a problem: when I run the game it says that there was an error while saving data. IDK if I missed a file or something but that message keep appeareing even if I try to save changes in the options menu

Using Windows 10, I installed the downloaded game without external programs, following the provided instructions and it just works.
Once installed be sure to launch the game file 'sh3.exe' from within the 'Deviance' folder.

For those who absolutely don't know how to work this, I'll tell you how to do it step-by-step.
First off, get a certain software called PowerISO (just google it). You probably already have this because it's used for a lot of other "stuff". There's prolly other software that works the same like this one, but I use this one and it works.
Next, download the SH3 ISO like usual.
After you do that, open the ISO with PowerISO and extract it to whichever folder you like (doesn't matter where cause you'll be deleting it soon. Don't do it before I tell you to).
Search that folder for a something called "setup.exe" or similar to that. Execute it (aka left click it twice).
A wizard will appear, and as usual, agree to everything. Note that for some reason, when the wizard ask you where to install the game, and if you click the browse option, it'll crash. But maybe it's just for me (by default, the game will installed in your /:c drive under 'Program Files' to 'KONAMI'.) Just let the wizard do the works.
Once the wizard has done his job, don't open the 'sh3.exe' yet! Go back to the SH3 ISO folder (the one you extract from) and enter a folder named 'Deviance'. In that folder there's a .info file and 'sh3.exe' file. Copy only that 'sh3.exe' file and go back to the installed SH3 folder (see above paragraph).
In that installed SH3 folder, there's also an 'sh3.exe'. Delete that one and replace (Paste) it with the one you copied before.
Click that copied 'sh3.exe' file and you are ready to play! Now you can delete the folder that contain the ISO you downloaded from the beginning (Note that when you do so, it'll say that the folder can't be deleted because it was run in under other program. Only a certain file can't be deleted (about 2-3 file). The rest can be deleted. In other word, you need to manually delete each in the entire folder).

i got it to work easily after you install the game and try to run it it will say wrong disk but open with the deveance folder it has the sh3 app it will keep disc file saved as a mounted cd

Sh3 install for dummies:
Ok so the comments are not totally thorough, so after you download it, open the little black program thingy, go to your computer folders, find it again, left click and select "open with windows explorer". After that copy the the entire disk into your pc. You can do it by clicking on the Dvd drive on the side and pressing "copy". After that open the new one you just copied and click the folder called "deviance", copy the sh3.exe file, and then paste over the other sh3.exe file in the main section. They both look exactly the same, the one you copy is a bit smaller in size I think. Don't click on the sh3.exe file yet, it will say some stuff about you having the wrong disk. What you have to do is click setup.exe, it does some magic, then you can play Silent Hill 3. If there is anything wrong with this, downvote as needed.

I've tried everything that every poster in this comment section has instructed to do to install this game, and none of it has worked. Is this game just not compatible with modern hardware, or am I doing something wrong here?

I would see if it works in a really old windows 7 OS, I was having this really weird glitch in another laptop where every time subtitles appear on the screen some textures will go missing xD

After using daemon tools to mount the iso image to your drive and finish the installation
-Right click on the Iso image (Silent-Hill-3_Win_EN_ISO-Version.iso) and open with file explorer
- Open the file called Deviance you will find sh3.exe replace this file with the original file (Original file should be found at the saem place you downloaded the game. If you can't find it and you have desktop shortcut right click open file location).

I mounted the ISO file, used autorun, installed the game and then replaced the "sh3.exe". The game doesn't launch. I kept getting error message about the game not being properly installed.

[GAME CAN'T RUN?]
As already mentioned, you can't run the game until you replace the executable/application file "sh3.exe" with a cracked .exe that is found inside the ISO itself! Explore the contents of the ISO and look for it. By then you don't need to mount the ISO anymore, you can run the game on-the-go without the virtual drive.
Unfortunately, I can't be bothered to download the ISO again to double check everything, but trust me, the cracked file is inside one of the folders that it's pretty hard to miss. It's also named "sh3.exe" with the only difference (and your biggest clue!) is that it has a different file size, probably bigger. Once you do find it, copy and paste it to where you installed the game, make sure you replace/overwrite the old sh3.exe file.
ALSO IMPORTANT: You need to install the "Silent Hill 3 Widescreen Fix" and/or the "sh3proxy" if you wish to run this game in your modern PC rig as it fixes a lot of the known bugs. A simple google search of said patches will easily pop up.

@Rothman: There should be a folder in the ISO that contains the cracked .exe that you can copy and paste to where you installed your Silent Hill 3 is.
Unfortunately, I can't double check the name of the folder for you. I deleted the ISO installer as soon as I'm done installing the game. But it's pretty easy to find, there's only the cracked .exe inside it and nothing else.

@BB667: So far it works pretty well on my side, yeah. Any ammo you pick up should appear in your Inventory. Are you sure you're looking at the right slot? All the ammo you picked up should appear in the Supplies slot below the Weapons.

Got this game working in Windows 7 using a virtual drive and with an appropriate hardware, just install it as you normally would and then copy the cracked .exe that is included inside the iso into the root folder of the game, so you wouldn't need to run the game with ISO.
You may also need to install the "Silent Hill 3 Widescreen Fix" and/or the "sh3proxy" if you wish to run this game in modern hardware as it fixes a lot of the known bugs, they are easily accessible online just by google search them.
Please do note that I tested this game on Windows 7 with GTX 1060, 8GB RAM, and AMD FX 8300 processor, and it really works flawlessly running in consistent 60fps. Not sure if it runs well with other systems, so it may need other's confirmation on this.
My only complaint so far is the screen tearing when it runs in fullscreen mode, and I can't find the solution for this yet. Otherwise, everything else is fine. I'm far in the middle of the game's story at the time of this writing.
It's worth playing it again for the hardcore fans, or those who really want to experience Silent Hill 3.
