nevermind i fixed it by installing the XP version, everything works like charm!

here is link to a preconfigured offline copy: http://www.mediafire.com/file/6tv002hz00aau69/Phantasy_Star_Online_BB.rar/file click run server before clicking vista.exe everytime you want to play. when finished playing click stop server.exe when finished playing. its basically a server copy that runs from local machine address 127.0.0.1
