you can open the *pak file with 7zip, the localize.pak files have all the .lng file which you can open with Notepad++ and edit/translate them as you like

A game similar to Command, I thought of translating it, but since I couldn't extract the whole thing from the *.pak file.
If you have game translation tools and myabandoware is available along with games, it would be useful
