In Sept 2023 I have finished translation for this game on English language. You can see it in this video:

The English version of "Colonial Project" will be available for free download at the next week on our site - Old-Games.Ru. And now everybody will have a chance to play this RTS which I loving very much!

I'm guessing no one's made an English translation patch for this? Looks interesting but hard to play without being able to read the text.
