The structure of the files is messed up and won't play sound aside from the PC beeper, the SOUND directory should be moved within the DATA directory, then the soundblaster should work. Also the UNIVBE directory containing display drivers is missing and may be needed, you can copy it from World at War 2 Stalingrad.

Figured out the artillery assignment -- you have to hold down the ALT key to change the cursor to the target icon. I guess I can deal with the sound issue.
