I got this to work using the download in @WINTER's comment (oldgamesdownload). I used WinCDEmu to mount the .iso file, and winevdm to run the 16-bit installer (as modern windows systems don't run 16-bit programs by default).

After installing winevdm, 16-bit programs just seem to work - not sure how, but they do.

OK SO FOUND THE FIX!!!!
found this game on another site that file has a folder in it called RT4 if u click that after mounting the game it runs !!!
