For me, I simply copied the contents from the folder dgVoodoo2_83_2\3Dfx\x64 and pasted them into the game folder located at ValuSoft\Canopy Games\Hot Rod American Street Drag.

Update... I am a nincompoop
I am unsure which downloads worked for me. I did both and nothing was working. (both dgVoodoo and microsoft June 2010 DirectX pack)
But I went into the came and went to option and video and changed the resolution. It caused the game to restart and worked fine after.
I proceed to play for 3hrs til 2am and right before going to bed my car was lost in the race and I get to start the game from the beginning again lol amazingly fun game! Also, very educational. (the download process and the game itself lol)

I have been having the worst time trying to make this work. I used both the methods left in the comments.
I even learned how to create the config file for voodoo. I just dont know what it needs to make the game run properly.
"in-game resolution" I was unable to find this.

I tried to play in Win8 but i had the pink screen problem, so I changed the game to Win7 and it's working so nice!

I don't know how to reply, but I was able to fix the weird pink graphics by changing the in-game resolution, but it made everything load slowly, including moving the curser

I was able to get it to install and run on windows 10, but even with dgvoodoo the graphics are weird and pink and the game only runs on the left side of my screen. If someone has a detailed list on how to configure it to work please help. '

Actually I am playing this game right now without dgVoodoo on Windows 7 64bit Ultimate.
All you need to play "natively" this game (and many other old games) is:
1. Microsoft June 2010 DirectX pack - this is essential if you are into old games because it contains old DirectX versions - Dx9 and below.
2. Probably a lot of old Microsoft Visual C++ redistributable packs - I have all packs from 2005 to 2019 installed - both x64 and x86 versions.
With this about 90% of old games will run without need to use wrappers.

All things considered, this game's an absolute blast. It basically puts you as an aspiring drag racer who has to fight hard and long to become America's King of Streetbound Drag Racing as you build and tune the quintessential hot rod -based on them classic muscle cars,that is-.
To run this game on Windows 7 and later You'll gonna need the DgVooDoo Graphics Wrapper in its latest version all set up to run in 1080p resolution or better and XInput + if you use your XOne (as in: Xbox One) gamepad to enable the triggers for Throttle and Braking. No OS compatibility shims needed.
