Note: My comments apply only to the Dragon's Eye game, not the Shanghai II Mahjongg solitaire game included in the same application.
DOS version doesn't allow Dragon Master mode (at least on my game).
Win 3.1 (and DOS) version plays defensively (tries to hide tiles more often) but is still easier to beat. The Mac version plays offensively (tries to snow you under with points) and is harder to beat. Both versions display predictable patterns that can help you plan your strategy.
Win 3.1 and DOS versions play "manually" (you have to hit "Done" when you make your initial move on each turn). Mac version auto-responds after you make your turn's initial move, and you only have to hit "Done" when a series of follow-up moves or tile draws is available and you choose to complete it.
Mac version adds a 100 point bonus to your score if you win a "spectacular victory" by clearing off all the center tiles.
I'm playing the Win 3.1 version on a 64-bit Win 11 machine using DosBox (with a copy of Win 3.1 installed, of course).
Playing Mac version on macintosh.js emulator on same 64-bit machine booting from MX Linux OS on USB thumb drive.

I don't remember where I have this game from, but I'm looking for a little technical help. The problem is that the Fantasy and Flag tilesets are not available when I play the game... but I have the files! fantasy.set and flag.set, both are in the game folder, but still the game doesn't "see" them. What could be the problem? On my old computer they worked.
I use Windows 7 64-bit system and D-Fend Reloaded for running DOS games.
