An English word pack has been released for this. It's quite (very) tough in spots, but it works: https://github.com/fayalalebrun/totd2-english-wordpacks
Note that it only translates the word bank, and not the other text in the game, so it makes it playable for English speakers, but it's not a full translation patch.
It also requires running in Japanese locale to avoid bugs like strange text.
