To fix the bug where you "press enter to begin" and nothing happens, you need to install "Games for Windows Live" Which has been all but abandoned and Microsoft's official links all seem to be dead.
I used an installer from this thread:

I believe you can also find an installer on PCGAMINGWIKI too. At this point when you press enter the Windows Live overlay appears and you can make a local account.
FYI: I didn't restart PC after installing GFWL, And run Hour of Victory with Admin Rights.

Short but fun game, played it on "Hard", took around 2 hours to complete. Choosing between 3 different guys most of the time is interesting, replay value is there

Make sure you download and install NVIDIA PhysX Legacy System Software, Version: 9.13.0604

Installed the game and the CD fix, but when I click on the exe, nothing happens. Tried administrator and running in compatibility mode, but still.... nothing.....
