The Labyrinth of Light is an addon to Naraba: Discover a New World, so first you must install it, and only after install The Labyrinth of Light
The game was requiring online activation through official website. That website is closed now, you can use fixed launcher to activate the game by entering the serial key CLQJ-LMV4-QJYY-WUV9, check this thread for details. Or use the fix by Lastofass, with that fix you don't need to activate the game
The fix by Lastofass disables the activation system. To use it replace CyberBaseEnginePlugin.vPlugin file in game folder, then run the game directly from the exe-file (if you run from the desktop shortcut, the activation launcher will appear). Also, the archive includes Run Fix with pre-configured files from dgVoodoo 2, which should help with launching the game on modern systems
