The cutscene issue is incredibly simple to fix, unlike the utterly bizarre "solution" 𝗜𝗥𝗘𝗟𝗘𝗩𝗨𝗦 has suggested.
Simply go to wherever you've installed the game, head to '𝗥𝗲𝗱 𝗢𝗰𝗲𝗮𝗻\𝗠𝗼𝘃𝗶𝗲𝘀' and rename "𝗘𝘅𝘁𝗿𝗼 𝗗𝗘.𝘅𝗽𝘃" and "𝗜𝗻𝘁𝗿𝗼 𝗗𝗘.𝘅𝗽𝘃" into "𝗘𝘅𝘁𝗿𝗼 𝗘𝗡.𝘅𝗽𝘃" and "𝗜𝗻𝘁𝗿𝗼 𝗘𝗡.𝘅𝗽𝘃"

Actually, this release has everything you need, it's just a bit awkward. First of all, the game will not have cutscenes in English. What you want to do is go to your documents, find the Red Ocean folder, open up RedOcean.ini and fine "Language=EN" simple change EN to DE so "Language=DE" then save the file (Or change the resolution first, you can set that here as well) then start the game

The game will launch in German so I recommend either familiarizing yourself with the menu while it's still English and setting your options up beforehand. In any case, you will click "Neues Spiel Starten" which is to start a new game and then choose a difficulty, "Leicht" being Easy, "Mittel" being Medium and "Schwer" being Hard.

Once in game, you'll discover that the cutscene plays and all the voice acting is in fact in English so yes, you can play this game just with a German menu and any on screen prompts will be German as well.

Bottom left is your "Gesundheit" which is your Health and bottom right you'll find "Munition" which is Ammo. If a loading screen says "Beliebige Taste drücken um fortzufahren" that's press any button to continue. I haven't yet finished the game so I'm not sure if there's anything else you may need to know but I'll update here if I find anything.

Last thing to add is "Spielstand Laden" means Load Game while "Spielstand Speichern" means Save Game. That should get you all sorted.

Unforunately you're right, for some reason this version doesn't play the cutscenes and voice acting even though the files exist in the folder. The German version from g4u works on the other hand but it's in German.

This release has neither the cutscenes or voiceover that would give this game a semblance of plot. Hard to recommend the game without them.

Overall not a bad game, sure it's not up to par with AAA quality classics, but it has its perks. One thing I will say though is when you download it you will get three different files, a bin, a cue, and a nfo file. I used WinBin2Iso (found here: www.softwareok.com/?seite=Freeware/WinBin2Iso) to convert the bin file to an iso. After that all I had to do was double click the iso and Windows mounted it then the final step is to open the installer which will install the game.

The game is pretty challenging if you make a mistake it can easily cost your character their life. Luckily the game has checkpoints where if you were to die you can load the last checkpoint. The game doesn't have voice acting so far which makes it pretty 'eh'. Although if you're looking for a shooter to pass time then this might be of interest. One other thing, if the game is too dark increase the gamma a bit. This will make it easier to see. Also, there is a flashlight. Enjoy!
