LOL, there are even more portraits, apparently. One is from a guy from a post-punk band I forgot the name of, there's cyberpunk Morrissey and a guy that looks like Lil Wayne. There's even what looks like Eddie Murphy. I don't know...
Since the publisher was "Victor Musical Industries", it's no wonder they used the faces of musicians.

These portraits are from actual celebrities, from what I can see. Similar to the parodies from "Rockstar Ate My Hamster".
Immediately recognisable are Tori Amos, Madonna, Robert Smith (The Cure).
And then you have Robin Guthrie (Cocteau Twins), Arnold Schwarzenegger (Terminator), and possibly Jun Togawa. I don't know the others but the one beside Madonna looks like Claire Boucher (aka Grimes). It's not her, though.

I'm 90% sure those are edits of their existing portraits of Skate/Sammy from Streets of Rage 2/3, and Marilyn Monroe from her cameo in the original Shinobi.
