I think it was licensed, because I can recognize basically everything from the movie, even the characters shown in the 3rd screenshot are all somewhere in the 5th Element movie.

I did the unboxing and first look at this game some time ago for my YT channel.
Great game for what it is. It's basically 5th Element racing game, without the license.
Well worth playing.
Have a look at this video if you want to, it shows the physical release unboxing and gameplay of this fine game.
Definitely play it if you like sci-fi racing games.
