Okay, I figured out the controls:
On Menu Screen: Arrow keys to select, Enter to confirm
In-Game...
F1 - Return to Menu (this is the only way to end game-play; games repeat 'forever' if you let them.)
F3 - Change Letter-Go-Round wheel speed (fast/normal)
F5 - Mute/unmute
F7 - Select the letter currently at the bottom point on the wheel
Each round, you'll have to choose three letters to complete the ladder-tower to the right of the Letter-Go-Round. After it's built, a ding-bell summons Bert, Big Bird, and Cookie Monster, who all dance to a short tune in celebration. The next round automatically begins when they're done.
The game is programmed to keep providing new rounds "forever" until *you* decide you're done. To stop playing, hit F1 for the menu and choose 'Quit'.

OMG, I haven't seen these images since i was five years old!!
Beth: The original game was sold with a laminated cardboard legend that sat on the keyboard, fitted around the F1 through F6 keys if I remember correctly. Trying out each of the Function keys should give you an idea of how the gameplay is set up. I still have to download this myself to figure it all out again. :)
