The game works with flaws under Windows XP and everything above. I bet you'll be unable to start any race because you'll get a screen with "no errorcode. See log for more details". It shows no details. You have to disable PAL8 textures in this way: start stcc.exe, click "device setup" (you have less than a second to do so!) and uncheck "use PAL8 textures" (or something similar; I'm using a non-English copy added to a magazine from June 2001 issue). You'll start a race, but with no details such as rain, fiery exhaust pipes or car lights. I don't know the reason for lacked support under Windows XP and everything newer (I think it also happens under Windows 2000 given it's an NT-built system). Unlike Blask wrote, you need to have the 1.32 patch installed and fixed exe for that update. The game has a separate soundtrack in *.bin & cue files (Windows 10 shows this as an enhanced audio cd). In case of menu backgrounds - I think they'll be shown only under Windows 95 and 98. PAL8 textures should also work under these systems. But do you know what the best thing is? The game crashes after you complete the final race without showing the credits\staff roll!

Just to let you know - game works fine with the no cd for v1.32. It doesn't even need the patch 1.32 installed, just applying the nocd exe does the trick.
You need the iso mounted every time before starting the game though.
The menu backgrounds work fine with older version of dgVoodoo - version 2.45
